			<content:encoded><![CDATA[<p>As many of you know, the housing market here in Hampton Roads has been soft since the expiration of the home buyer tax credit last spring. Once again, we are starting to hear talk of another credit.  This one may be targeted at not only first time/move up buyers, but may include provisions for buyers purchasing foreclosed properties or short sales.</p>
<p>HUD Secretary Shaun Donovan, appearing on CNN&#8217;s State of the Union last weekend, didn&#8217;t rule out another tax credit. He did say it&#8217;s &#8220;too early to say,&#8221; but then added that &#8220;we&#8217;re going to be focused like a laser on where the housing market is moving going forward, and we are going to go everywhere we can to make sure this market stabilizes and recovers.&#8221;</p>
<p>Following those comments, several Congressional candidates also chimed in.  Florida Governor Charlie Crist stated “another tax credit would stimulate the economy. It would increase home sales in Florida.&#8221; He finished with: &#8220;I would absolutely encourage the president to support that because it would certainly help my fellow Floridians.&#8221;</p>
<p>Is all this talk political? I think a lot of you would agree that a housing market correction, as painful as it is, is necessary for housing to truly find its footing again and recover for the long term. Another artificial stimulus could just prolong the agony and set us up for another soft market like the one we&#8217;re seeing right now.</p>
<p>On the other hand, a tax credit could help move our existing inventory more quickly. And with the potential closing of JFCOM, the Hampton Roads real estate market could use a boost.  If we do see the credit materialize you may want to consider taking advantage of the opportunity. There are some real buying opportunities on the Peninsula…many with water views. Now may be the time to move up.</p>

			<content:encoded><![CDATA[<p>The Worker, Homeownership, and Business Assistance Act of 2009 has extended the tax credit of up to $8,000 for qualified first-time home buyers purchasing a principal residence. The tax credit now applies to sales occurring on or after January 1, 2009 and on or before April 30, 2010. However, in cases where a binding sales contract is signed by April 30, 2010, a home purchase completed by June 30, 2010 will qualify.</p>
<p>In addition, The Worker, Homeownership, and Business Assistance Act of 2009 has established a tax credit of up to $6,500 for qualified move-up/repeat home buyers (existing home owners) purchasing a principal residence after November 6, 2009 and on or before April 30, 2010 (or purchased by June 30, 2010 with a binding sales contract signed by April 30, 2010).  For more information give Jan a call at 757-329-4714.  <a title="Jan McPheter" href="http://www.janmcpheter.com" target="_blank">www.janmcpheter.com</a></p>

<p>This makes 6, 5-inch pancakes.</p>
<p>1 1/2 cups all-purpose flour<br />
2 teaspoons baking powder<br />
1 teaspoon baking soda<br />
1/2 teaspoon kosher salt, or slightly less table salt<br />
3 tablespoons sugar<br />
2 large eggs, lightly beaten<br />
1 1/2 cups buttermilk<br />
3 tablespoons unsalted butter, melted, plus 1 tablespoon extra for brushing griddle (I’ve made these pancakes with and without the butter mixed in, and can say with confidence they work either way. They’re just richer with it, of course.)</p>
<p>1 cup blueberries, fresh or frozen and thawed (optional)</p>
<p>1. Preheat an electric griddle to 375°F, or place a griddle pan or cast-iron skillet over medium-high heat. Whisk together the flour, baking powder, baking soda, salt, and sugar in a medium bowl. Add the eggs, buttermilk, and 4 tablespoons melted butter, and whisk to combine. The batter should have small to medium lumps.</p>
<p>2. Test the griddle by sprinkling a few drops of water on it. If the water bounces and spatters, the griddle is hot enough. Using a pastry brush, brush the remaining 1/2 teaspoon butter onto the griddle. Wipe off the excess with a folded paper towel.</p>
<p>3. Using a 4-oz. ladle, about 1/2 cup (for a 6-inch pancake), pour the batter in pools 2 inches apart. If you wish to make blueberry pancakes, arrange a handful over the cooking pancake, pressing them in slightly. When the pancakes have bubbles on top and are slightly dry around the edges, about 2 1/2 minutes, flip over. If any batter oozes or blueberries roll out, push them back under with your spatula. Cook until golden on bottom, about 1 minute.</p>
<p>4. Repeat with the remaining batter. You can keep the finished pancakes on a heat-proof plate in the oven at 175°F. Serve warm.</p>

2. Switch to dough hook. Knead on low speed, adding remaining flour 1 TB. at a time, until smooth and elastic, about 8 minutes.<br />
3. Place dough in a well-oiled large bowl and loosely cover. Let rise in a warm place for 1 hour, or until doubled in size.<br />
4. To make filling, heat oil over medium-high heat. Add meat and onion and cook until meat is browned, stirring to crumble. Add cabbage and cook until wilted. Season with salt and pepper. Let cool.<br />
5. Punch dough down and let rest 5 minutes.<br />
6. Divide dough in half. Roll each half into a letter-sized rectangle (roughly 8 by 11) and cut each rectangle into 6 squares. Spoon 1/4 cup filling into center of each square. Bring opposite corners together at the center, pinching corners and seams to seal. Place seam side down on a large baking sheet covered with parchment paper. Repeat with remaining dough. Cover and let rise 20 minutes.<br />
7. Preheat oven to 375 degrees.<br />
8. Uncover and bake until lightly golden, about 15 minutes. Cool on wire racks.</p>
<p>Makes 12 bierocks.</p>

<p><span style="font-family: Arial;"> &#8220;We still see a concentration in the lower end of the market,&#8221; Brinkmann said. &#8220;The entry level homes are in demand.&#8221;</span></p>
<p><span style="font-family: Arial;">Brinkmann also predicted further declines in existing home prices, with the median falling to $164,200 in the first quarter of 2010.</span></p>
